Doudna said that the water-level is lower than normal since the concrete ledge from which the man fished on Wednesday is usually underwater. Doudna, who has fished this spot on the Kansas River just below the Bowerstock Dam since he was 8, fished above the man who didn't want to be identified on Wednesday.
