Russia's Changing Tides 
 
 
Moscow, Russia. 1996 - On warm summer weekends, many Muscovites can be seen to flock to the parks, often just in order to read a book in a peaceful environment. But even Moscow's parks like Serebryany Bor became victims of the bottom line: they are free but also neglected. The city has cut maintenance and policing, turning the management of one park over to ultranationalists, who patrol in paramilitary uniforms.
